The events themselves are straight forward in terms of the timers, but the Choya Stampede will only respawn if there is not a race going on.

There are two events. Start the event on top of the SW cliff. First event is to CC mobs and to destroy the crucible. The second event is a champ forged. Click ↻ after defeating the champion.
While there is a respawn timer, it will not respawn if the race is setting up or has begun.
